EDIC Board of Directors & Staff

Our Board of Directors are made up of community leaders with expertise in a wide range of areas, including low income housing and development, real estate, construction, finance, law, banking, venture capital, municipal government and business management.

Falmouth EDIC’s Board of Directors is comprised of seven members: the Chair, Vice-Chair, Treasurer, Clerk/CPO and four Board Members. They are responsible for directing the strategic objectives and financial health of the organization as well as the effective management of the projects the EDIC governs. The entire Board meets in person monthly, with sub-committee meetings periodically as required.


MARK LOWENSTEIN

Mark Lowenstein has a wide background in marketing, business development, strategic planning and domestic & international channel management in the software and high-tech industry. Mark currently serves as Chair of the Cape Cod SCORE which provides mentoring services to a wide range of Cape Cod small businesses. He is a certified mentor, and facilitates nonprofit strategic planning processes and teaches workshops on strategy and business planning.

Some of his past roles include Consultant for ESC of New England, Chief Operating Officer at Unigo Communications, a fixed wireless broadband company and Vice-President of Business Development at Object Management Group. As well, Mr. Lowenstein co-founded two software based scientific measurement companies. One of these, WeatherTrac, was a major supplier of tactical weather systems to the U.S. Armed Forces and International markets.

Additionally, Mark has a long history of volunteer and board service. He was on the Board of Directors of the Rutland County, VT Economic Development Commission and he was on Vice-Chair of The National Graduate School of Quality Management in Falmouth MA.

Mr. Lowenstein earned a BA from the University of Vermont, a JD from Suffolk Law School, an MBA from Babson College and completed graduate course work in Corporate Finance at Bentley College.

Mark lives in West Falmouth and is an avid woodworker/carpenter.


COLIN REED

Colin Reed returned to his New England roots in January 2016. Originally from Vermont, he attended college in Boston and later moved to Washington, DC to begin is career in ocean research advocacy and non-profit management. He currently works full time at the Woods Hole Oceanographic Institution and his work is mainly focused on management, strategy, and business improvement.

Colin holds a B.S. in Communications from Boston University (’01) and an Executive MBA from Quantic School of Business and Technology (’22). Colin also serves as a member of the Falmouth Chamber of Commerce and is eager to assist both entities in addressing the high cost of housing locally and regionally through advocacy, policy improvement, and the development of housing to support and protect Falmouth’s economic viability and the rich cultural traditions both now and in the years to come.

KEVIN HOLMES

Kevin Holmes is Treasurer of the Falmouth Economic Development & Industrial Corporation. Kevin is a seasoned financial professional with over eighteen years of commercial lending experience. Prior to joining Cape Cod 5 in 2020, he held the role of relationship manager at a national bank after serving in various roles of increased responsibility, including portfolio manager, commercial loan portfolio specialist and commercial loan administrator III. Earlier in his career, Kevin worked at a local bank where he served in a number of retail roles, including banking representative, assistant branch operations supervisor, cash control teller, and sales & service representative. In his current role as Commercial Loan Officer at Cape Cod 5, Kevin is responsible for developing and managing a portfolio of customers across a broad spectrum of industries and handles all facets of commercial lending.

Kevin attended Boston College, where he earned a bachelor’s degree in Marketing. He has enjoyed volunteering with local organizations including Big Brothers Big Sisters and Boys and Girls Club.


ADRIAN MERRYMAN

Adrian Merryman has served in senior leadership positions in investment banking, venture capital, technology-focused businesses and non-profit microfinance.

Since retiring from the business world in 2003, Adrian has focused on addressing poverty in fragile regions by developing microfinance banks that provide economic opportunities to the most vulnerable. He currently serves as Chief Development & Impact Investment Officer of VisionFund International, a global microfinance network operating in 28 less developed countries across Africa, the Asia Pacific Rim, Latin America and Eastern Europe. While with VisionFund he has also served as CEO of VisionFund Cambodia and of VisionFund Tanzania. Prior to joining VisionFund, Adrian served as CEO of Opportunity International, which operated in 35 less developed countries.

Adrian has also served as CEO of Screen plc, as Chief Investment Officer of Interregnum plc, as CEO of Temenos Systems S.A., as Head of European Investment Banking for CIBC Oppenheimer Corp., and as an investment banker for Merrill Lynch & Co.. Adrian has also chaired and served on numerous for-profit and non-profit boards.

Adrian has an MBA from the Harvard Business School and BA from Swarthmore College.


Gregory Baldwin

GREGORY BALDWIN

Gregory Baldwin, originally from Baltimore, MD, has enjoyed living on Cape Cod since 2017. While working in Wealth Management and Private Client Banking in New York, Mr. Baldwin attended New York University and spent countless hours volunteering at Holy Apostles Soup Kitchen.

Mr. Baldwin previously served on the Provincetown Planning Board, Shank Painter Road Overlay Committee, and consulted on numerous development initiatives focused on affordable and middle-income housing. He graduated from NYU with a BA in Economics, has a Construction Supervisor’s License, and currently works as a realtor for Christie’s International Real Estate Atlantic Brokerage. 


BECCA BROOKER

Becca Brooker is a real estate investor, with roughly ten years of commercial property acquisition and asset management experience. Prior to relocating to Falmouth, Becca managed a portfolio of 60 office, retail, industrial, and senior housing properties as a Vice President on Morgan Stanley’s Real Estate Investing team in New York. She is actively pursuing an entrepreneurial path as an investor in attainably-priced housing, focusing on year-round housing units in Cape Cod.

Becca also serves as a Board Member of the New England Women’s Affordable Housing Network (WAHN) as the Vice President of Community Engagement, and is an active member of CREW Boston. Becca holds a BA from the University of Michigan.


ROBERT MASCALI

Robert Mascali is an attorney with over forty five years’ experience in the nonprofit, government and private sectors. He was elected to the Falmouth Select Board in May of 2023.

Mr. Mascali is admitted to practice before the courts in the Commonwealth of Massachusetts and the State of New York and is currently of counsel to the Bourget Law Group in Falmouth, Massachusetts and is also of counsel to the law firm of Pierro Connor and Strauss, LLP in New York City and Albany, New York. He concentrates in the areas of Special Needs Planning for persons with disabilities and their families and care givers, Long-Term Care Planning, Elder Law and Estate and Trust Planning and Administration. Mr. Mascali also serves as fiduciary and trustee for a number of individuals in New York and Massachusetts. He is currently a senior consultant with the Center for Special Needs Trust Administration, Inc. which is a national nonprofit organization that administers special needs trusts throughout the United States.

Mr. Mascali serves on the Executive Committee and is Co-Chair of the Ethics Committee of the New York State Bar Association Elder Law and Special Needs Section. Mr. Mascali is a frequent presenter and author on topics dealing with estate and trust planning and administration and special needs law and planning.

Mr. Mascali is involved in a number of public and nonprofit organizations in addition to his service on the Select Board, he is a commissioner for the Falmouth Housing Authority, a member of the board of the ARC of Plymouth and the Upper Cape and Board member of the Friends of Nobska Lighthouse.

Term of Service

A board member serves a three (3) year term. Board members may serve additional terms, but not more than three (3) consecutive three-year terms.


Board Composition Bylaw Statute and Application Process

MGL Chapter 121c(3): There shall be seven members of the board of directors of the corporation who shall be appointed by the municipality. At least one member shall be experienced in industrial development, one in financial matters, one in real estate matters, one in municipal government, at least one member representative of low income people who shall be chosen from a list of three submitted by the regional or local community action agency or, where there is no such agency, from a list of three submitted by the department of housing and community development.
